Exporting to DHTML fails: Toolbook has encountered an error and must close

PROBLEM
When exporting my lesson to DHTML an error occurs saying ToolBook has encountered an error and must close. This same problem does not occur if I export my lesson from a machine without the ToolBook Service Pack 1 installed.
DETAILS
This error had been reported by several customer using the January 2009 Service Pack 1 release of ToolBook 9.5. The problem was tied to the Book Explorer being open as the Web Export process is occurring.
The initial release of the Service Pack in January of 2009 introduced this failure, at which point the release of Service Pack 1 was discontinued in order to fix this problem.
The problem has been fixed in the latest release of Service Pack 1, released in February of 2009.
